
Kelly Horvat and Kiki Meade founded the Ann Frances Outreach Foundation on May 11, 2020, after years of serving those in need. Inspired by a vision from God, they established the foundation to expand their impact. Kelly, who serves as president, brings extensive experience in community service, including Meals on Wheels and mission work across multiple countries. Kiki, the vice president, has a background in nursing homes, street outreach, and childcare. Both women find joy in helping others, especially individuals with special needs, and remain active members of their church.

At the Ann Frances Outreach Foundation, we strive to serve the most vulnerable members of our community with love and compassion.
Our mission is to address the root causes of homelessness and provide support for individuals and families in need, including those in danger of becoming homeless or experiencing crisis situations.

With a strong work ethic and unwavering dedication to the Foundation’s mission, Kelly offers a hopeful, positive outlook and deep compassion for individuals in the community facing housing instability. Outside of her leadership role, she enjoys traveling, mission work, photography, and spending time with her husband of 36 years and their three daughters.


Steve is a founding board member of the Ann Frances Outreach Foundation and serves as treasurer. A Certified Public Accountant with more than 30 years of experience, he has held senior financial leadership roles in both nonprofit and governmental organizations. He is currently the Director of Finance for a nonprofit health system in Lehi

He is currently the Director of Finance for a nonprofit health system in Lehigh County, PA. His financial guidance has supported the Foundation’s growth, including the Swede Street Community initiative and its partnership with HomeWorks Ministries. Steve and his wife, Mary, live in Douglassville, PA, and have three grown daughters.

Robbin serves as secretary for the board, where she brings strong organizational skills and a deep commitment to the Foundation’s mission.
